Since current water governance patterns mandate cooperation and partnership within and between the actors in the hydrosystems, supplementary models are necessary to distinguish the roles and the rules of indoor actions which is why we extend a theory in the frameworks of philosophy of technology. This analysis is empirically grounded on the problematic hydrosystems of a river in central Iran, Zayandehrud. Following a modernist-holistic-based analysis, it illustrates how values in the water apportionment mechanisms are being reshaped. The article by using (...) the theory of normative practice has scrutinised the tasks and the rules of the old and new water-management systems, Mirab. Subsequently according to such philosophical theory, it has argued that the conflicts over the cases are due to interference of structural and directional norms within them. (shrink)

Studying two cases of the Zayandeh Rood Dam and the Abbasi Dam will lead to practical insights into how to understand norms in technology development and incorporate them into engineering practice. Foucault est fasciné par l’essai de Kant « Réponse à la question : qu’est-ce que l’ Aufklärung? » (1784) et s’y confronte à plusieurs reprises. Selon lui, l’essai représente une « charnière » entre les « trois Critiques » et son présent (l’actualité). Il contient « l’esquisse » de l’attitude de la modernité, que Foucault décrit comme attitude de la critique. Contre Foucault, l’article soutient que Kant, dans le cadre de sa réflexion sur le présent, tient des propos qui prétendent (...) à une validité intemporelle. Ensuite, l’essai s’adresse à un public érudit pour lequel les idées qu’il défend sont compréhensibles sans aucune connaissance relevant des domaines de la philosophie transcendantale et de la métaphysique. Enfin, l’attitude de la modernité est mieux décrite par le concept de « penser par soi-même » [ Selbstdenken ] que par celui de critique. Three‐dimensional (3D) structures have been used to explore the evolution of proteins for decades, yet they have rarely been utilized to study the molecular evolution of peptides. Here, we highlight areas in which 3D structures can be particularly useful for studying the molecular evolution of peptide toxins. Although we focus our discussion on animal toxins, including one of the most widespread disulfide‐rich peptide folds known, the inhibitor cystine knot, our conclusions should be widely applicable to studies of the evolution of (...) disulfide‐constrained peptides. We show that conserved 3D folds can be used to identify evolutionary links and test hypotheses regarding the evolutionary origin of peptides with extremely low sequence identity; construct accurate multiple sequence alignments; and better understand the evolutionary forces that drive the molecular evolution of peptides.Also watch the video abstract. Mağrib ve Mısır dönemi olarak ikiye ayrılan Fâtımî devleti tarihinin Mağrib devresi Mısır’a nazaran daha az incelenmiş görünmektedir. Bunun en önemli sebeplerinden bir tanesi bu dönemdeki muasır kaynakların Mısır dönemi kaynaklarına oranla fazla olmayışıdır. Bununla birlikte günümüzde Fâtımîler’in Mağrib dönemini kapsayan IV. (X.) yy.’a ait bazı muasır kaynakların bulunmuş olması, söz konusu döneme ait önemli bilgilerden haberdar olabilmemize imkân tanımıştır. Bu eserlerden olan ve Fâtımî devletinin Mağrib dönemindeki bürokrasisine ışık tutan Sîretü’l-Üstâz Cevzer adlı muasır kaynak, Fâtımîler’de halife ve veliahttan sonraki (...) üç numaralı devlet adamı olma şerefine nail olan slav asıllı Üstâz Cevzer’in ilk Halife Ubeydullâh el-Mehdî döneminde devlet hizmetine alınmasından, dördüncü Halife Mu‘izz’in hilâfet merkezini Mansûriye’den Kâhire’ye taşımasına değin gerçekleştirdiği önemli faaliyetlerini konu edinmektedir. Ele aldığımız çalışmada Fâtımîler’in Mağrib dönemindeki önde gelen devlet adamlarından bir tanesi olan Üstâz Cevzer’in hayatı detaylı bir şekilde incelenerek bu dönemin bürokrasisinin daha iyi anlaşılmasına katkı sunulması hedeflenmektedir. Başta Sîretü’l-Üstâz Cevzer adlı çağdaş kaynak olmak üzere Üstâz Cevzer hakkında bilgi veren az sayıda eserin incelenmesinin yanında batıda da yapılan araştırmalara değinilerek hazırlanan çalışma, literatüre sunacağı katkı itibarıyla özgündür. Ayrıca çalışma bazı araştırmacılarca Üstâz Cevzer’in, Mısır’ı ele geçiren komutan Cevher es-Sıkıllî ile aynı kişi olduğu yönündeki yanlış kanaatlerin ortadan kalkmasına yardımcı olacaktır. Yine bazı araştırmacılar tarafından Fâtımîler’in Mağrib dönemi veziri olarak kabul edilen Üstâz Cevzer’in gerçekten vezirlik görevini deruhte edip etmediği gibi sorulara çalışmada cevap aranacaktır. Sahip olduğu akademik imkânların ve başta İngilizce olmak üzere birçok dilde uluslararası yayınların çokluğu nedeniyle Amerika Birleşik Devletleri’ndeki İslam çalışmaları yoğun, üretken ve dünya genelinde ilgiyle takip edilen bir alandır. Ancak Batı’daki üniversitelerin genelinde olduğu gibi Amerikan üniversitelerinde de İslam felsefesi/tarihi çalışmaları oldukça zayıftır. Bu makalede öncelikle geçmişten günümüze İslam çalışmalarının ABD’deki durumu tasviri bir metotla ortaya konulmakta ve İslam Felsefesinin ABD’deki İslam çalışmaları içerisindeki zayıf konumu sorgulanmaktadır. İkinci olarak Post-Oryantalist süreçte İslam Felsefesi çalışmalarında öne çıkan isimler ve çalışmaları değerlendirilmektedir. (...) Sonuç olarak ABD üniversite sisteminin genel yapısının gereği olarak İslam Felsefesi çalışmaları nicelik bakımından Avrupa ve İslam coğrafyasından daha zayıf olduğu görülmektedir. Bu durumu iki şekilde açıklamak mümkündür. Birincisi alanın Amerikan devlet felsefesinin temel ilkesi olan bilgi-güç hedefi ve alanın politik çıkarlarıyla ilişkisinin zayıflığıdır. Bu durum Post-Oryantalist eğilimin arka planını da oluşturmaktadır. İkincisi ise fenomenolojist yönteme olan ilginin artması ve Amerikan yükseköğretim sisteminde hâkim olan kozmopolitanizm ve interdisiplinerci yaklaşımlardır.Özet: Dünyanın önde gelen üniversitelerinde İslam çalışmaları ve bu çalışmalar içerisinde yer alan İslam felsefesi çalışmalarının önemli bir akademik ilgi alanı olduğu görülmektedir. Bu ilgi ABD’de de yaklaşık 150 yıllık bir geçmişe sahiptir. Son yıllarda Amerika Birleşik Devletleri’nde İslam çalışmalarında sadece ciddi bir artış değil aynı zamanda çeşitlenme de söz konusu olmuştur. ABD’deki İslam çalışmaları ve özelde İslam felsefesi çalışmalarının durumunu birlikte ele alan akademik araştırmalar ise henüz bulunmamaktadır. Son gelişmeleri de dikkate alarak alanla ilgili araştırmaların sürdürülmesi ve İslam felsefesi çalışmalarının da noksan bırakılan izinin sürülmesi gerekmektedir. Bu noktadan hareketle bu makale çalışması, üniversite müfredatlarıyla ilgili araştırmalar, web taramaları ve yazılı materyaller üzerinden gerçekleştirilecek ve ilgili kitaplar, makaleler ve diğer kaynaklar taranarak konu hakkında deskriptif bilgiler sunulacaktır. Bu yöntemin tercih edilme nedeni derinlemesine bir araştırmadan daha çok genel resmi ortaya koymak ve mevcut durum hakkında bilgi vermektir. Sahanın genişliği ve kaynakların çeşitliliği ve konunun daha özel ve yoğun bir çalışma gerektiren yapısı nedeniyle diğer yöntemler tercih edilmemiştir Çalışma iki ana başlıktan oluşmaktadır. Birincisi ABD’deki İslam çalışmalarının konumu ile ilgilidir. Bu başlık altında 18. yüzyıldan itibaren İslam çalışmalarının ABD’deki seyri hakkında bilgi verilmekte ve İslam çalışmalarının günümüzdeki konumu detaylandırılmaktadır. İkinci başlık İslam Felsefesi çalışmalarının İslam çalışmaları içerisindeki ve ABD akademilerindeki konumuyla ilgilidir. Bu başlık altında İslam Felsefesi çalışmalarının geçmişten günümüze kadar gelinen süreçte geçirdiği evreler tasvir edilmekte ve bazı isimlerin ve eserlerinin değerlendirmesi yapılmaktır. İncelemeler sonucunda ABD’deki İslam çalışmalarının geçmişinin yaklaşık 150 yıla tekabül etmesine rağmen yeterli seviyeye ulaşmadığı görüldü. Hâlbuki sahip olduğu Müslüman nüfus, akademik imkânlar ve başta İngilizce olmak üzere birçok dilde uluslararası yayınların çokluğu nedeniyle ABD’deki İslam çalışmalarının beklenenden daha yoğun, üretken olması beklenirdi. Ancak buna rağmen Daha çok Fenomenolojist ve İnterdisipliner yaklaşımın tercih edildiği Amerikan üniversitelerinin akademik kadro çeşitliliği ve başta İngilizce olmak üzere farklı dillerdeki yayın yelpazesinin genişliği ve son yıllarda yeni bir durum olan sosyal medyaya açık akademik faaliyetler ABD’nin İslam çalışmaları alanındaki etkinliğini giderek arttırmaktadır. Geçmişte İslam çalışmalarında öncü rolü oynayan İngiltere, Fransa, Almanya ve Hollanda gibi ülkelerde öteden beri oryantalist eğilimi temsil eden bu tür çalışmalar günümüz ABD üniversitelerinde interdisipliner ve multidisipliner bir format kazarak devam etmektedir. ABD’deki İslam çalışmaları üzerinde yoğunlaşan akademik çalışmalara göre İslam çalışmalarına yön veren en önemli etken oryantalist eğilimlerdir. Bunun yanında 11 Eylül olaylarının sonucunda da artan bir ilgiden söz etmek gerekmektedir. Bu ilgi sadece alanda yeni istihdam imkânlarının oluşmasına değil aynı zamanda araştırmacı sayısının da artmasına neden olmuştur. Çalışmamın ikinci kısmını oluşturan ABD üniversitelerindeki İslam felsefesi çalışmalarının genel durumuna bakılacak olursa bu çalışmaların sosyoloji, antropoloji ve kültür çalışmaları gibi alanlarda görülen çeşitliliğe de sahip olduğunu söylemek oldukça zordur. ABD üniversitelerindeki İslam felsefesi çalışmaları İslam çalışmaları genel çatısı altında sürdürülmektedir. Bu alandaki çalışmalar başlarda daha çok oryantalist eğilimi temsil eden Philip Hittî, Leo Strauss, Muhsin Mehdî, Fazlurrahmân, İsmâil Râci Fârukî, Mâcid Haddûrî, Moshe Pearlmann, gibi önemli isimler tarafından sürdürülmekteydi. Günümüzde Charles Butterworth, Seyyid Hüseyin Nasr, Oliver Leaman, Dimitri Gutas, Robert Wisnovsky, Frank Griffel, John Walbridge ve daha birçok isim yeni eğilimin temsilcileri olarak alanla ilgili çalışmalarını sürdürmektedir. Bu araştırmacılar, Amerikan akademik siteminin bir sonucu olarak sadece İslam felsefesi değil aynı zamanda İslam bilim tarihi, İslam tarihi ve medeniyeti, İslam ve Batı vb. alanlarda da yayınlar yapmakta ve İslam çalışmalarının sürdürüldüğü çeşitli üniversitelerde dersler vermekte ve lisansüstü seviyede öğrenciler yetiştirmektedir. Bu noktadan hareketle diyebiliriz ki İslam felsefesi çalışmaları ise diğer İslam çalışmalarına kıyasla daha da zayıftır. Bu durumun sebeplerini şu şekilde açıklamak mümkündür:1-Amerikan devlet felsefesinin temel ilkesi olan bilgi-güç hedefi ve alanın politik çıkarlarıyla ilişkisinin zayıflığı. Bilimlerle kurulan bu politik çıkar ilişkisi Post-Oryantalist eğilimin arka planını da oluşturmaktadır. 2-Amerikan Üniversitelerinde fenomenolojist yönteme olan ilginin artması ve Amerikan yükseköğretim sisteminde hâkim olan kozmopolitanizm ve interdisiplinerci yaklaşımlar.3-Amerikan üniversitelerindeki Yakın Doğu, Ortadoğu ve İslam Çalışmalarında İslam felsefesi dersleri felsefenin ya da felsefe tarihinin bir parçası olarak müfredatta yer alması. Amerikan üniversitelerinde standart müfredat sistemi yaygın olmadığından İslam felsefesi ile ilgili dersler bölümden daha çok ders veren hocanın ilgisine ve isteğine bağlı olarak verilmektedir.4-Kıta Avrupası’nda görülen katı oryantalist eğilimlerin nisbeten azlığı ve ABD devlet politikalarının gereği olarak şekillenen havuz usulü müfredat.5-Bazı İslam felsefesi uzmanlarının alanı terk ederek daha çok aktüel tartışmalara yönelmesi ve daha çok Müslümanların geri kalmışlığı sorunundan hareketle üretilen problemlere odaklanması. Son olarak İslam felsefesi çalışmaları Müslümanların genelinin ilgilendiği bir disiplin olmadığı için üniversite dışında İslam felsefesi çalışmalarının yürütüldüğü kurumsal yapılar ABD’de de henüz teşekkül etmemiştir. Bazı bölümlerde İslam Felsefesi İslam düşüncesi tarihinin bir alt dalı olarak varlığını sürdürmektedir. Ancak İslam felsefesi müstakil bir alan olarak kendisine henüz ABD üniversitelerinde yer bulamamıştır. USA’da artan İslam çalışmalarının yeterli düzeyde olmasa da dünyadaki islam çalışmalarına yön verebilecek noktaya ulaştığını söylemek mümkündür. (shrink)

My apology for reverting to this subject is a recent article by Mr. W. C. F. Walters in the April number of the Classical Quarterly for 1910 on the signatures in the Vatican Codex . Mr. Walters does not seem to have been aware that this manuscript, though not of direct value in the constitution of the text of Livy, is one whose interest from a palaeographical point of view has long been recognized. A number of articles have been written (...) concerning it, most of which deal with the signatures, the subject of Mr. Walters' paper, more fully and more accurately than he has done. Beyond giving the signatures, two of them incorrectly, Walters does nothing more than to conclude that there were eight scribes, who copied 42 quaternions. But a great deal more than this is known about the scribes and the manuscript. In fact, thanks to the ingenious combinations of Chatelain and Traube in piecing together the hints suggested by the signatures, more is known about this particular manuscript and the circumstances under which it was made than is the case with any other manuscript of a classical author of so early a date. It may therefore be worth while to summarize the known data concerning the manuscript, with a brief account of how they were worked out, referring the reader for the details to the articles mentioned in the footnotes. Lawrence Kohlberg's Approach to Moral Education presents what the late Lawrence Kohlberg regarded as the definitive statement of his educational theory. Addressing the sociology and social psychology of schooling, the authors propose that school culture become the center of moral education and research. They discuss how schools can develop as just and cohesive communities by involving students in democracy, and they focus on the moral decisions teachers and students face as they democratically resolve problems. As the authors put it: "...we (...) propose an educational renewal of our democratic society.... We have attempted to establish schools that do more than just teach about democratic citizenship, that are themselves democratic societies.". (shrink)

The process of cooperative problem solving can be divided into four stages. First, finding potential team members, then forming a team followed by constructing a plan for that team. Finally, the plan is executed by the team. Traditionally, very simple protocols like the Contract Net protocol are used for performing the first two stages of the process. In an open environment however, there can be discussion among the agents in order to form a team that can achieve the collective intention (...) of solving the problem. For these cases fixed protocols like contract net do not suffice. In this paper we present an alternative solution, using structured dialogues, with an emphasis on persuasion, that can be shown to lead to the required team formation. The dialogues are described formally using modal logics and speech acts. (shrink)

From the editors of Voprosy filosofii: December 23, 1972, marked the seventieth birthday of A. F. Shishkin, leading Soviet philosopher, major specialist in the field of ethics, one of the oldest and at the same time most active members of the editorial board of our journal. The editors sincerely congratulate Aleksandr Fedorovich on this anniversary and wish him further successes in his work, firm health, and long years of life.

The editors planned the appearance of this article to coincide with the seventy-fifth birthday of the author, which was to have been marked in December. The issue had already been approved for publication when the sad news came of the sudden death of Aleksandr Fedorovich Shishkin, prominent Soviet philosopher, member of the editorial board of our journal, a remarkable human being, our comrade and friend.

Participants in conferences organized by the editors of our journal have repeatedly expressed the desire that questions pertaining to the ethics of the scientist be examined in its pages.

Findings in dynamic unit formation suggest that completion processes reflect the optics of our world. Dynamic unit formation may depend on patterns of motion signals that are consistent with the causes of optical changes. In addition, dynamic completion conforms to a local curvature minimization constraint. Such relational aspects of vision are important to consider in linking perceptual experience and neural activity.

This problem was not the subject of any single book or article of Lenin's. However, in his writings , Lenin often had to deal with this problem and to elucidate significant aspects of it. We believe it necessary, to the degree that is possible within the confines of an article, to examine Lenin's major postulates with respect to this problem, bearing in mind not only the constant need to study this great heritage but also the fact that Lenin's postulates on (...) cognition and evaluation are of current importance in connection with present discussions on questions closely related to this. The main difficulty utilitarians have faced is the problem of reconciling the dictates of utility with what seem clearly to be moral duties, but based on considerations of Justice. John Stuart Mill addressed this problem in his essay,Utilitarianism,and the result has not served to silence the critics of utilitarianism on this score. In part, this is due to the fact that Mill's position in the chapter on Justice is not entirely clear, nor is it entirely convincing where it is clear. (...) Still, I do not think Mill's views on Justice have been given their due. In this essay, I shall try to show that Mill anticipated recently defended principles that rely on appeal to a notion of fairness or fair play, and that these can be given a utilitarian foundation.
